Program Manager at SciTec

SciTec, Inc. is a dynamic small business with the mission to deliver advanced sensor data processing technologies and scientific instrumentation capabilities in support of National Security and Defense. We support customers throughout the Department of Defense and U.S. Government in building innovative new tools to deliver unique, world-class data exploitation capabilities.

SciTec is seeking a technical program manager for an agile software development program executed from our El Segundo, CA office. The program manager is responsible for program cost, schedule and technical performance. Additionally, the program manager is the primary interface to the customer to ensure satisfaction on the current program and build relationships for future efforts. The Program Manager reports to a Senior Program Manager or Portfolio Manager.

Responsibilities

  • Create valid and effective Program Integrated Master Schedule (IMS) that incorporate all dependencies, aligns to resource availability, and identifies and aligns program milestones with contractual need dates
  • Provide schedule visibility, reporting, and schedule analyses, performs risk analyses, and identifies and resolves critical path and network logic conflicts
  • Establish and manage the budget baseline
  • Conduct trend analysis using cost, schedule, and agile metrics as input
  • Provide technical leadership, system engineering, configuration management, and risk management
  • Contribute to program execution through system engineering support, process refinement, and document review
  • Prepare and lead program review sessions with customer to discuss cost, schedule and technical performance
  • Participate in TIMs with other programs to determine and guide future efforts
  • Monitor subcontractor, consultant, vendor performance
  • Ensure timely delivery of all required program deliverables
  • Other duties as assigned

Requirements

The following minimum qualifications are required for the position:

  • A Bachelor's degree in the physical sciences, mathematics, engineering, or computer science
  • 5+ years’ US Government or industry experience managing Government Technical Programs
  • Strong team-building, time-management, and conflict-resolution abilities
  • Strong organizational skills
  • Excellent written communication, briefing, and presentation skills
  • Ability to interact, brief and develop positive relationships with both customer and company senior leadership
  • Demonstrated strategic thinking, marketing knowledge, and literacy in the program management disciplines
  • Detail oriented
  • Good verbal and written communication skills

Candidates who have one or more of the following skills will be preferred:

  • Overhead Persistent InfraRed (OPIR) ground processing domain knowledge
  • Experience with Agile principals (e.g., Scrum, SAFe, or Kanban, etc.)
  • Subcontractor management
  • Active DoD Final SECRET clearance or higher

The pay range for this position is $137,904 - $203,112/year. SciTec considers several factors when extending an offer of employment, including but not limited to the role and associated responsibilities, a candidate's work experience, education/training, and key skills. This is not a guarantee of compensation.
