Job Description

We’re recruiting the role of Head of Commercial Procurement on a 12 month Fixed Term Contract to cover Maternity Leave.

This position will lead the ongoing operational management of the Commercial Procurement Service, ensuring that processes and procedures are defined, developed and fit for purpose across the Commercial Lifecycle whilst meeting our obligations to national procurement policy and law.

In this role you will provide the oversight required across the support pillars and ensure we remain within the CSSF, without compromising pace. You will be the point person for the team providing advice and guidance with knowledge and understanding across the commercial lifecycle. You will use this expertise to drive operational efficiency and decision making while delivering your own procurement categories.

You will also develop effective relationships across the organisation as an operational leader, maintaining and influencing stakeholder relationships to create impactful organisational outcomes.

Key Accountabilities:

  • Management of the commercial procurement operational service in terms of day-to-day activities, process development and continuous improvement, performance reporting, compliance to process and resource allocation. Act as an operational leader within the organisation, promoting the function as an enabling service and a key strategic partner.
  • Leading both an inclusive, high performing and skilled team as well as the procurement operations pillar including line management, taking responsibility for overall operational success and delivery of activities within pipeline.
  • Overseeing interactions between strategy and assurance, procurement operations and contract & supplier management pillars, facilitating the successful operation by embedding effective ways of working as well as defining and implementing commercial strategies and plans.
  • Work closely with the Director of Commercial Procurement to develop the service and set direction for the team and organisation, as well as to provide support and deputise where appropriate.
  • Support the development and delivery of services within the cross functional tribe, ensuring high internal service standards in synergy with organisational planning activities and delivery plan.
  • Build, manage and develop internal and external stakeholder relationships.
  • Lead by example in the successful delivery of your own category pipeline.
  • Being responsible for ensuring best practice.
  • Remaining abreast of market and sector intelligence as well as alternative technologies, practices and suppliers through stakeholder collaboration.
  • Ensuring strategies meet business needs, objectives and outcomes and that they align to organisational strategy.
  • Ensuring good governance and compliance.

Essential Experience:

  • Experience of public sector procurement
  • Significant experience in the procurement of software, data storage, platforms and other digital technology
  • Experience in leading a team

CIPS Membership advantageous

Salary from: £74,000

Genomics England operates a blended working model as we know our people appreciate the flexibility. We expect most people to come into the office 2 times each month as a minimum. However, this will vary according to role and will be agreed with your team leader. There is no expectation that staff will return to the office full time unless they want to, however, some of our roles require you to be on site full time e.g., lab teams, reception team. 

Our teams and squads have, and will continue to, reflect on what works best for them to work together successfully and have the freedom to design working patterns to suit, beyond the minimum. Our office locations are Canary Wharf, Cambridge and Leeds.
