Energy and Industry Program Consultant

ICF is seeking a detail-oriented, self-motivated, well-rounded candidate to help government clients implement and evolve their energy efficiency, decarbonization, and sustainability programs. This position preferably will be based in our Reston, VA headquarters office in a hybrid work environment, or may be remotely based at the discretion of the hiring manager. The successful candidate will support the implementation of high-profile public-private partnership programs to drive energy efficiency and emissions reductions across industrial and commercial markets. They will be part of a team that builds and maintains relationships with key market actors, compiles and analyzes energy consumption data, develops outreach opportunities and materials, supports development of tools and case studies, and collaborates with other team members and clients to develop national and regional strategies to increase participation in energy and decarbonization programs.
Responsibilities
Supporting the execution of government clean energy partnership programs, especially for the manufacturing sector
Supporting all phases of government program or project management, from project inception to closeout
Synthesizing and analyzing data and models related to energy technologies and trends
Developing technical communications (reports, white papers, fact sheets, research summaries, briefings, meeting notes)
Developing mass-market communications (broadcast emails, marketing content)
Performing market potential assessments
Engaging and communicating with internal and external program stakeholder groups, including understanding stakeholder group needs, priorities, and issues
Engaging and communicating with clients on program management, strategic planning, online and in-person event planning
Supporting the tracking, review and analysis of program data and team progress with individual partner organizations
Maintaining detailed records in a customer management system
Reviewing energy consumption and greenhouse emissions data for individual sites and organization portfolios of facilities to assist in benchmarking performance against peers, improving performance, and achieving recognition for decarbonization achievements
Minimum Qualifications
Bachelor’s degree in energy, resource management, economics, policy analysis, integrated science and technology, or a related field with a minimum of 5+ years of relevant experience; OR a Master’s degree in these same or related fields with a minimum of 2+ years of relevant experience.
2+ of demonstrated experience in energy analysis, including use of large data sets
2+ years of demonstrated experience working with spreadsheets or databases
Professional Skills
Experience with greenhouse gas inventory calculations
Demonstrated excellence in writing and editing for technical and non-technical audiences
Proficient in Microsoft Office Suite
Highly developed attention to detail appropriate for quality-control responsibilities
Effective prioritization and organization of tasks
Professional demeanor and ability to balance respect, decisiveness, and tenacity
Ability and interest to learn and adapt in a dynamic environment
Preferred Experience
Experience working with U.S. federal government agencies
Experience working with the industrial sector in an energy efficiency/sustainability/management capacity
Understanding of industrial supply chains, and embedded carbon in materials and products
Basic programming skills, including Excel macros
Experience with Salesforce
Experiencing mentoring/managing junior staff

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$96,367.00 - $163,825.00Reston, VA (VA30)
