The Senior Contract Management Professional will be responsible for subcontract administration functions under U.S. Government prime contracts including Direct, Non-Commercial Item and Commercial Item subcontracts. These responsibilities include preparing Requests for Proposals (RFP), interpretation and application of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) clauses. Other responsibilities include reviewing and analyzing subcontractor proposals including change order proposals, conducting cost analyses and price analyses, negotiating and preparing subcontracts, non-disclosure agreements & teaming agreements, administering subcontracts and maintaining compliant procurement file documentation, including oversight of subcontractor performance and Surveillance Plans, and ensuring compliance with all Federal Government subcontracting requirements and Contractors’ Purchasing Systems Review (CPSR) requirements.
The Professional will also administer the Humana Government Business Small Business Program including preparation of Small Business Subcontracting Plans, ensuring attainment of Small Business Goals, submission of Small Business Subcontracting Plan reports to the U.S. Government, and identifying Small Business partners. The Professional uses independent judgment in the analysis of significant issue identification and resolution, and the position requires a lower degree of management oversight.

Bachelor's degree
3 years of Subcontract Administration experience for a Federal Government Contractor
Experienced in successfully negotiating Terms and Conditions for complex Subcontracts, Teaming Agreements and Non-Disclosure Agreements in support of the Federal Government
In-depth Knowledge of Contractors’ Purchasing Systems Review Requirements (CPSR) Process
Experience with developing and maintaining compliant Procurement File documentation in accordance with CPSR Requirements
Knowledge of Small Business Subcontracting Plan Administration and Reporting
Strong ability to interpret and appropriately flow down and apply Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) clauses
Experience performing Cost and Price Analyses

Graduate or advanced degree
6+ years of government contracting and subcontracting experience
