The Opportunity…


At Hinkley Point C (HPC) we are building two new nuclear reactors, providing low carbon electricity for around six million homes. HPC is a vital part of the UK’s future energy strategy, as the first of the UK’s next generation of nuclear power stations, it is both of high profile and high complexity.


We are looking for an Independent Technical Assessment Manager, who will be accountable for the development and enacting of the Independent Technical Assessment (ITA) Branch.


The ITA Branch is part of the Internal Nuclear Regulation Function (INR) and sits within the Safety & Regulation Directorate. It provides the necessary independent challenge of the design, modifications and safety cases for the construction, commissioning and subsequent operation of the plant. This will support compliance with the site licence, environmental permits and safe future operations.


In your role, you will manage two groups (ITA Engineering & Civil & ITA Systems & Safety Case) and will be responsible for the organisation, resource and competence of the team within the ITA function.

What you’ll be doing…

 

  • Providing oversight and approval for independent safety assessments completed by the ITA Branch, ensuring that the final design meets the necessary safety standards.
  • Using insight gained from the safety assessment to influence and improve safety and working practices across the Project.
  • Ensuring the ITA function is able to deliver independent technical assessment across all work programmes. This includes forward planning of resources and the provision of a short, medium and long term resource management plan as required to align to the project schedule.
  • Influencing the Design Authority, Technical Division, EPR Engineering and Responsible Designer Function to release deliverables / modifications to the ITA function for independent technical review in a timely manner.
  • Representing the Independent Technical Assessment Function with the ONR/EA, providing assurance of compliance with the required licence and permit conditions.
  • Developing the ITA section and the necessary processes and procedures to conduct independent technical assessment of safety cases and design changes covering design, construction, commissioning, and operational functions.
  • Recruiting, supervising and developing a small team of specialist technical staff and contractors. 
  • Contributing to Directorate business planning by leading the development of the medium- and long-term technical assessment programme and developing the metrics and reporting to ensure continuous improvement of the function.


Who you are…


Your background may include some of the following:

 

  • Degree qualified in a related discipline.
  • In depth Knowledge of Health and Safety legislation including CDM, Nuclear Site Licence, and Environmental Permit requirements and the associated regulatory guides and codes across the broad spectrum of nuclear power plant design.
  • Broad technical engineering background, able to provide oversight across a number of technical engineering areas.
  • Significant and demonstrable experience of Nuclear Safety Case and Modification processes in a nuclear engineering environment. 
  • Able to operate in a dynamic, fast-paced and time pressured environment.
  • Able to influence and convince a wide range of stakeholders to make changes to design / plans across cultures and up to Executive level.
  • Able to ensure that a high standard of health, safety, quality and environment management prevails throughout all areas of responsibility and that performance is maintained within parameters defined by the NNB Genco Executive.
  • Knowledge and experience of budget monitoring and commercial awareness to deliver technical assessments when required to the right level of quality utilising various business streams
  • Must be able to manage a diverse team based at different locations.
  • Able to provide difficult feedback to senior stakeholders.
