The Opportunity…
At Hinkley Point C (HPC) we are building two new nuclear reactors, the first in a new generation of nuclear power stations in the UK providing low carbon electricity for around six million homes.
We are looking for an Emergency Preparedness Manager, to be responsible for the HPC Construction Emergency Arrangements. You will manage the Emergency Preparedness Team to deliver Emergency Arrangements as defined within the Sites Incident Management Plan and as required by Nuclear Site Licence Conditions.
Management of the HPC Construction Emergency Arrangements includes, but is not limited to, the management of the Tactical Emergency Response Arrangements (Emergency Control Centre), assurance of site Contractors Emergency Arrangements, management of site Emergency Facilities, stakeholder engagement with internal and external stakeholders and responders and the management of Business Continuity Arrangements.

What you’ll be doing…
- Management of HPC Construction Emergency Arrangements.
- Providing Subject Matter Expert (SME), advice and support to all levels of management including the Site Security Manager, the Head of HSE and the HPC Construction Site Director.
- Managing an EP Assurance Function to deliver a Programme of inspections, checks and audits across the HPC project covering all elements of the emergency preparedness, ensuring compliance to regulation and legislation.
- Managing and assuring the EDF HPC Emergency Exercise Programme.
- Managing all HPC EP Lead HPC Emergency Exercises.
- Ensuring that emergency facilities and equipment are maintained to a high standard by carrying out regular audits and inspections to ensure a state of operational readiness.
- Managing the Emergency Preparedness contract with the sites Security Infrastructure Provider.
- Supporting development and definition of Emergency Preparedness requirements for infrastructure projects.
- Managing and ensuring the necessary training for emergency scheme personnel and acting as an advocate for the implementation of this training in conjunction with the training department.
- Supporting the review and acceptance of Contractor Incident Management Plans, acting as the intelligent customer for EDF NNB Emergency Arrangements.
- Representing HPC Emergency Preparedness at internal and external meetings including liaison with multi agency partners, Hinkley A & B Sites and contractors.
Who you are…
- Educated to degree/Diploma level or equivalent level / relevant experience.
- Proven track record of successfully managing different types of emergency exercises, ideally in a multi-sited complex organisation.
- Working knowledge of Nuclear Site Licence Condition 11 and/or Emergency Preparedness Arrangements in a high hazard Industry.
- Detailed knowledge of relevant legislation and regulation effecting emergency preparedness.
- Ability to create and revised Emergency Plans and Arrangements utilising and variety of sources to adequately manage site risk.
- Effective negotiating and influencing skills with the ability to develop and maintain constructive relationships with professional and managerial disciplines.
- Ability to assimilate, analyse and present complex problems, identify necessary action, make recommendations, and ensure actions are implemented.
- Ability to provide strategic and tactical advice to multiple stakeholders understanding and acknowledging different stakeholder’s needs.
- Membership of an appropriate professional organisation (e.g. Emergency Planning Society, International Association of Emergency Managers, Business Continuity Institute).
