Purpose
The purpose of the Assistant Operations Manager, DSEAR, is to lead the team of dust control operatives who are responsible for managing the terminal’s most significant DSEAR risk.
To include but not be limited to, dust control operations, continuous improvement of control room related activities and all ongoing audits close out and co-ordination activities.
Accountabilities
Responsible for the management and development of a high- performing, safety and productivity driven team made up of dust control operatives
Responsible for between 5 – 10 direct reports within operations including dust control operatives, plus agency staff who support workload demands above the core
Responsibility for ensuring that all DSEAR and dust control operations are planned managed and executed in a safe, efficient and productive manner.
The AOM has full accountability for the Health & Safety of the DSER operatives
Contributes to the Health & Safety and Environmental management of all operations
Ensure the DSEAR operation operates in line with all relevant legislation such as, DSEAR etc
Controls the dust levels within the IRFT, ensuring that they are always within tolerance and as low as reasonably practical
Monitor the IRFT system closely to identify any housekeeping issues which could lead to a DSEAR related incident, proactively stopping the IRFT operation before the terminal’s dust tolerance levels are exceeded
Accountable for highlighting opportunities for safety and productivity improvements in the terminal’s dust control operation
Collaborates with the Operations Manager, DSEAR and Process Safety, on an ongoing basis to enhance and improve the terminal’s dust and general housekeeping standards
Meets and where possible exceed internal targets and contractual service level agreements (SLA) for all HIT customers, reporting on your shift’s progress against these SLA’s
Ensures that all dust control operatives are aware of and are working to exceed the internal targets and contractual service level agreements.
Responsible for implementing the daily Operations plan
Ensure procedures, SSOW, risk assessments and permits are followed at all times
Monitors, records and follows up on any incidents and accidents.
Collaborates with the Central Planning Function to ensure a process is in place for the allocation of resource – avoiding third party usage and encouraging mobility across the terminal’
Skills, experiences, qualifications, and competencies
A safety focused individual with a proven track record of managing the safety of a large team in a high paced, intense, 24-7 operational environment
Strong awareness of DSEAR regulations
Strong business and commercial acumen
Articulate and able to use a variety of communication channels
Excellent leadership skills
Demonstrable evidence of motivating others, demonstrating energy and enthusiasm
Excellent report writing skills
Excellent communication skills
Able to deal with business ambiguity
Strong IT skills evidenced in an operational environment
Able to manage resources to deal with an ever-changing schedule
Work under pressure and to tight deadlines
