Summary and Scope
The Global Portfolio Controller is responsible for oversight and management of the operational processes related to overall governance around Technology assets developed for internal use including: developing an end to end goverance process from CBA preparation and approval to completion and movement of the asset into the capitalization and amortization phase through to the ultimate sunset of existing assets.
This role will also be responsible for partnering with business, IT and finance partners to provide insights and guidance to enable appropriate modeling of CBA, adherence to global policies and to ensure asset benefit realization
The role reports into the Technology Governance Function under the Chubb Chief Enterprise Architect with an additional reporting line into Chubb Chief Accounting Officer or Chubb Global Controller.
Responsibilities
- Direct management of a team of portfolio controllers geographically aligned to Chubb regional legal entites (4) and matrix management of accounting analysts aligned to Chubb NA and COG divisions (2).
- Oversight of Asset Cost Benefits Analysis definition in alignment with Technology Strategy and Roadmaps,including measurement and monitoring of costs incurred in connection with the original CBA and approved changes and ensuring asset benefit realization.
- Evolve the defined assets capitalization methodology to address the new way of working as digital enterprise, driving automation and consolidation of processes and tools across all regions. Participate in the Global, Executive Steering Committee as appropriate.
- Collaborate with Technology Solutions and Application Portfolio governance functions for implementation of an integrated Strategic Portfolio Management model. Ensure alignment with not only technology but with finance, accounting and business partners across the globe.
- Responsible for the modeling of various amortization scenarios relating to new Assets ready for placement into service as well as incremental investment into existing asset based on defined methodology.
- Also responsible for the modeling of amortization scenarios to determine schedule and impact on In-Service Asset resulting from extension or reduction of useful life applying the defined methodology.
- Participate in the strategic development of a sunset strategy as determined appropriate by the Tech Governance Strategy and responsible for the modeling of In-Service Asset sunsetting alterntatives with related accelerated amortization if remaining net book value exists.
Knowledge, Skills and Abilities
- Master’s or Bachelor's Degree in IT Project Management or Information Technology.
- Demonstrated experience in Technology strategy and governance support.
- Knowledge and experience in project and product based financial governance, from investment sizing to cost benefits analysis definition, modelling, tracking and reporting
- Knowledge and experience in Assets Capitalization Management, from asset creation & placement into service to asset sunset.
- Knowledge of Assets Accounting practices and regulations, from US-GAAP to international local statutory and tax rules.
- Experience of Asset Repository management and governance.
- Knowledge of Total Cost of Ownership management, tracking and reporting.
- Exposure to Technology Solution Governance processes and tools.
