Job Title: Contracts Manager

Contract Type: Permanent

Salary: £54,051.57 (£59,741.2 is achieved after 12 months successful performance in the role)

Working Hours: 35 hours per week

Working Pattern: 9am – 5pm Monday to Friday - Hybrid

Location: Speke, Liverpool

The difference you will make as a Contracts Manager

You will be required to support the Senior Contracts Manager in the procurement, mobilisation and contract management. You will also be leading a team of competent people to ensure full compliance with all statutory and regulatory obligations, consumer regulations and our riverside and customer standards. 

 

About you

We are looking for someone with:

  • Professional qualification in building safety/ Compliance, environmental services, or Asset Management i.e. (Lv4 diploma Asset Compliance) or HNC in Building/construction/asset management or equivalent.
  • Comprehensive knowledge of general operating procedures within an Asset Management / Building Safety function.
  • Effective stakeholder management, both internally and external to the organisation, including the ability to successfully persuade and influence others.

Role Profile

  • Accountable for the management of service delivery, contract management, risk management, monitor controls measures and leading risk-based judgements for one of the following areas.
    • Internal cleaning & Electrics - Communal cleaning & Windows, catering equipment TV Aerials, warden call, Electrical inspections etc. 
    • External environment - Playground & Grounds maintenance & Trees, carparks, unadopted roads/paths, & Pest control etc.
    • External M&E - Access Control, Door entry, Auto Doors, gates, & barriers, street lighting, &, Electrical charging points, Ducting, & security CCTV
    • Plant Rooms etc - Communal Plant - Water distribution, heat networks, energy supply DSEAR assessments, ventilation, Renewable Technology.
    • Lifting Equipment - Domestic, communal & Commercial lifting equipment, LOLER 
  • Lead on Procurement and mobilization of Supply chain partners, utilization of in-house delivery vehicle and introduction and monitoring of Service Level agreements, compliance with TRG (The Riverside Group) / contract requirements. 
  • Develop business insight analysis for the national supply chain and work with colleagues to manage poor performance through performance improvements plans.
  • Contract Management of all service delivery to our shared spaces, including Estate services, soft FM, Compliance, and reactive repairs to the fabric of the building and installed equipment.
  • Ensure Compliance CDM Regulations and fulfil role of Client and ensure Principal designer and principal contractor appointed.
  • Engage with the senior officers/officers to ensure the delivery of a high-quality service, developing and implementing operational objectives, including key performance indicators, to underpin the Building Safety Strategy.
  • Develop, implement, and monitor the approach to contract management including associated policies, procedures, and guidance, considering industry best practice and commercial requirements, proactively adopting new and innovative ideas and solutions to ensure continuous improvement of the service. 
  • Lead the scoping, specifying, mobilisation and implementation of an allocated number of new contracts, in conjunction with procurement colleagues, including assessing the competence of potential suppliers throughout the procurement process and acting as decision maker in terms of successful appointments, ensuring robust contract management arrangements are in place to effectively deliver the Building Safety Strategy. 
  • Undertake a review of existing contracted services, driving innovation and seeking out efficiencies and cost reduction opportunities, maintaining this approach on an ongoing basis with contractors over the contract lifecycle, identifying, implementing, and monitoring improvement targets as appropriate.
  • Arrange, chair, and coordinate all contract review meetings across the department and liaise with Business management team around performance and quality assurance, transitional and customer service, repairs, estates, and compliance teams to identify.
  • Monitor and report on contracts, developing and implementing the appropriate performance framework for each contract, including service level agreements and key performance indicators, leading contract and performance review meetings and dealing with underperformance, including escalation of issues as appropriate. 
  • Ensure the integrity and quality of data retained in relation to maintenance, repairs, and service charge contracts, to ensure compliance with procurement protocols and to enable analysis to be carried out and relevant reporting as required. 
  • Carry out analysis of contract data, producing associated reports including findings and recommendations for key stakeholders as required.
  • Oversee the development, implementation, and review of effective business procedures to support the contract management service, contributing to and influencing Group policies as appropriate.
  • Manage internal and external stakeholders effectively, including Procurement colleagues and external suppliers, building constructive working relationships to deliver an effective contract management service on behalf of the Group. 
  • Develop and review relevant budgets, ensuring contract expenditure is robustly managed in line with the Group’s financial controls. 
  • Carry out compliance checks post contract award, to ensure ongoing compliance for the duration of the contract, updating and maintaining records accordingly.
  • Escalate issues with non-compliance immediately and via the agreed route to ensure arrangements can be made for business areas to continue to access the required supply arrangements.
  • Coordinate, review, and analyse contract performance data through multiple sources i.e., user feedback, to effectively support contract performance reviews and evaluations.
  • Provide contracts administration expertise to colleagues across the Group, including developing, maintaining guidance, and providing coaching, support and training as required to deliver operational excellence and the Group’s procurement objective.
  • Work collaboratively with the leadership team to ensure effective delivery of the wider service.
  • Ensure that all data protection requirements are met in accordance with the Group’s policy, procedures, and statutory requirements.

Person specification

Knowledge, Skills and Experience

Essential

  • Professional qualification in building safety/ Compliance, environmental services, or Asset Management i.e. (Lv4 diploma Asset Compliance) or HNC in Building/construction/asset management or equivalent.
  • Proven record of accomplishment of successful contract implementation and management for a large and diverse portfolio of mixed tenure properties. 
  • In-depth knowledge of contract formation and contract types. Including Knowledge of construction Contracts, service level agreements, contract performance management and dispute resolution.
  • Comprehensive knowledge of general operating procedures within an Asset Management / Building Safety function.
  • Proven record of accomplishment of using Project Management methodologies.
  • Knowledge of CDM – construction Design and management regulations and key role requirements i.e., Client, principal designer. 
  • Effective stakeholder management, both internally and external to the organisation, including the ability to successfully persuade and influence others.
  • Results driven with strong analytical skills, including the ability to critically analyse complex information, and experience of providing meaningful management information. 
  • Commercially aware with a focus on continuous improvement and the ability to drive change.
  • Customer focused with excellent communication skills, both verbal and written, with the ability to work at all levels within the business. 
  • Excellent attention to detail with the ability to work under pressure, deliver to strict deadlines and manage conflicting priorities. 
  • Evidence of using sound judgement when making effective decisions. Proficient in the use of Microsoft Office.

Desirable

  • Corporate Membership of Professional Asset Management/Building Safety i.e., RICS/CIOB/IFE) or equivalent.
  • Relevant building qualification e.g., Higher National Certificate in Building, or equivalent. 
  • Health and safety qualification e.g., NEBOSH (National Examination Board in Occupational Safety and Health) General, or equivalent. 
  • Relevant professional qualification.
  • Knowledge and experience of tenancy, lease agreement landlord/tenant requirements and legal course of action/remedy.
