General Description and Classification Standards:
The Department of Public Works (DPW) Senior Public Works Manager (G.24) will serve as a technology knowledge worker, operational leader, and project leader for the department. This is a strategic leadership position providing high level operational engagement. This is a solution driven role that requires critical thinking to solve operational and logistical problems that arise within the enterprise, utilizing industry standards and technical tools such as routing software, COA cameras, and GIS Mapping for solutioning. The position will be responsible for management of teams providing logistical oversight for the deployment of vehicles and other DPW resources throughout the city of Atlanta, ensuring the completion of all standard work and assigned tasks at assigned facilities. Effective and professional communication (Oral and Written) is a must to keep all parties engaged working towards the common goal. In addition, must have the ability to establish and maintain effective working relationships to the benefit of the organization. Additionally, this is a tactical position that drives meaningful progress executing tangible results on departmental initiatives that make DPW services more streamlined, innovative, and efficient.
Supervision Received:
This position receives guidance regarding overall mission, short and long-term objectives, scheduling, unusual priorities, and is expected to structure their workday to accomplish established goals for self. This position can work independently on key executive level initiatives but is primarily focused on leading and managing operation teams and may be required to work evenings, weekends, or holidays to meet departmental needs. Direction received is very general and focuses on strategic departmental objectives and is highly collaborative. Additionally, this role may act as primary leader in the absence of the Director. This is a policymaking level of management position and would be considered "middle to upper" management.

- Provides positive leadership, working harmoniously with others in the Department and other organizations, and ensuring that the day-to-day activities are handled.
- Directs the activities of the business unit by providing leadership to manage and motivate staff as well as encourage team approach. Interprets, directs, and implements goals and objectives.
- Assists the department by performing tasks in the areas of employee engagement, team building, data analytics, project management, quality assurance, performance reporting, operations management, and departmental operations.
- Creates operating plans, forecasts, and business reports. Reviews assigned operating records and/or databases for quality. Establishes internal processes, interprets, and applies organizational policies.
- Embraces Innovation by identifying processes or reporting functions that do not provide the necessary level of completeness, detail, or accuracy.
- Develops project strategies, implementation plans, project scopes and milestones.
- Develops recommendations to streamline processes, improve resource allocation, and leverage technology.
- Lead cross-functional initiatives using advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
- Performs data analysis to proactively identify and/or resolve problems per operational standards and procedures.
- Directs and reviews the work of staff and provides support in overall functions. Delegates and assigns responsibilities to supervisors and managers when necessary. Plans, assigns, and coordinates staff work activities.
- Maintains relevant knowledge of new industry technology, also responsible for reporting appropriate information to the executive team accordingly.
- Assists in review, development and draft of SOPs & Code of Ordinances.

- Leading or liaising with departmental teams to identify and define project requirements, scope, and objectives; ensuring that all needs are met as the project evolves.
- Lead Teams and resources on all types of department initiatives and projects, from simple activities to more complex plans, working closely with senior & executive management.
- Ability to organize and manage time effectively, demonstrating accountability and dependability for the organization. Ability to safeguard sensitive and/or confidential information for the organization.
- Self-starter and self-motivated with demonstrated ability to work independently and lead others as needed. Active listening and critical thinking skills with effective judgement and decision making as a contributor and as a leader.
- Problem-solving skills having accuracy and attention to detail as a contributor and as a leader when needed. Knowledge of IT best practices, policies, and regulations; understanding programming, computer science and digital security.

Decision Making:
- Provides input regarding decisions that impact operations and special initiatives, in a senior managerial capacity.

- Provides guidance as required to junior managers and supervisors.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Advises on departmental projects specific to Special Operations and Performance Mgmt.
Minimum Qualifications – Education and Experience:
- Have an applicable Associate or Bachelor degree in Business, Management, Economics, Math, Statistics, Computer Science, or Technology related fields.
- Extensive experience (7+ yrs.), critical training completions, related course(s) completion, and pertinent certification(s) may serve to substitute collegiate degree obtainment.
- Minimum of 5 years’ experience with implementing business processes and providing business requirements to teams.
- Extensive skills in Microsoft Office Suite (Outlook, Teams, Excel, PPT, Word, Access etc.) Visio, PowerBI, and SharePoint.
Preferred, but not required:
- Master’s degree in business or technology related field. Advanced degrees in relevant areas are welcomed such as MA, MS, MBA, MPA, etc.
- Extensive Knowledge: Microsoft Office Suite, Messaging Platforms, Active Directory and Group Policy Objects.
- 8 years’ relevant experience.
- Experience in the operation of light to heavy-sized commercial vehicles. Including but not limited to rear loaders, sweepers, front end loaders, automated side loaders, knuckle boom truck, and dump truck.
- Advanced knowledge in Microsoft Office Suite.
- Advanced Knowledge of Software Systems—Rubicon, Routific, Calabrio, ServiceNow, PowerBI, Hansen, Accela, Maximo, Oracle, enQuesta, etc.
Licensures and Certifications Desired but not required:
- Six Sigma
- Project Management
- OSHA Work Safety
- Valid Georgia Commercial Driver's License (CDL) with Class A or B endorsement
- HAZ MAT Certification
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of job-related machines and office equipment. Must be able to move or carry related objects or materials. Physical demand requirements are at the levels of those for active work.

NUMERICAL APTITUDE: May require the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape.
MOTOR COORDINATION: Requires the ability to utilize job-related equipment while accomplishing job duties and tasks associated with respective primary duties.
COLOR DISCRIMINATION: May require the ability to differentiate colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to interact with people (i.e. staff, supervisors, general public and elected officials) beyond giving the receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
